Selections / Select All

Selections / Invert

Activate the Selection Tool / Make a selection as shown below

Hit delete on your keyboard

Do the same at the Bottom of the Layer

Activate the Top Layer and open the eye
Resize by 80%

Edit / Paste as a New Layer
